Assume that Modules I–III have already defined the case, specified the required evidence, selected and executed eligible methods, and produced one or more complete Method Evidence Reports (MER). Convert validated evidence into a reproducible decision-engineering package. Every package must preserve the evidence lineage, interpretation boundaries, uncertainty, practical relevance, actionability, scenario assumptions, risk–benefit trade-offs, opportunity loss, and reasons for the final recommendation.
